Terri-Lynne McClintic was convicted in the brutal first-degree kidnapping and sex slaying of eight year old Tori Stafford in Woodstock, Ontario on April 8, 2009. Her former boyfriend Michael Rafferty was convicted earlier of first-degree murder, sexual assault causing bodily harm and kidnapping.
At her trial, McClintic pleaded guilty to first-degree murder. McClintic was sentenced to life in prison with no parole for 25 years.
Even after pleading guilty to a jailhouse assault in 2016, McClintic received a transfer to a healing lodge after just eight years.
At court it was revealed that McClintic had written a damning letter, to another incarcerated friend, which was discovered by a guard and surfaced during the trial. The letter necessitated a plea of guilty. Below she describes the assault:
McClintic had a life that no child deserves. She was born to a stripper mother who gave her up to another stripper to raise. This resulted in her being shuffled among various foster homes. From a young age she ran into trouble with the law. Booze and drugs were persistent themes in her pathetic existence She was 18 on the day that Tori was abducted and slain. It is not a leap to believe that she is deeply and perhaps irreversibly damaged.

Child killer Terri-Lynne McClintic isn’t welcome at the healing lodge that sits on Nekaneet First Nation land, band members say. McClintic’s transfer from a medium-security prison in Ontario to the OkimawOchi Healing Lodge in Saskatchewan has triggered national outrage. There are no fences at the healing lodge and over the years, there have been a number of escapes.

Last week Conservative leader Andrew Scheer pushed the Liberal Government to change the policy that allowed McClintic to be transferred to the healing lodge.
An opposition motion, tabled by Tory House Leader Candice Bergen, urged MPs to condemn the decision made by the Correctional Service of Canada last December and for the government to "exercise its moral, legal and political authority" to reverse the move. The motion was defeated by a vote of 200 to 82, with New Democrats and Green Party Leader Elizabeth May siding with Liberals. Trudeau left before the vote???
Conservatives suggest McClintic belongs behind bars, not at a healing lodge where there are sometimes children present. Shouts and jeers rose from Tory benches every time the prime minister answered the opposition questions about McClintic's transfer. Trudeau accused Conservatives of playing politics with a child's murder.
Things grew especially testy when, facing questions from deputy Tory leader Lisa Raitt, Trudeau accused the other side of failing to respect the independence of the judicial system and for behaving like "ambulance-chasing politicians."

The official who is responsible for reviewing the transfer of Stafford's killer from a medium security prison to the healing lodge says she is comfortable with the decision. Commissioner, Anne Kelly, says the agency will perform an in depth review of the file that was requested by Public Safety Minister Ralph Goodale. She did say she was comfortable with the move and that they have a rigorous case management process.
The Correctional Service of Canada (CSC) is the federal government agency responsible for administering sentences of a term of two years or more, as imposed by the courts. CSC is responsible for managing institutions of various security levels and supervising offenders under conditional release in the community.
