THE MESSAGE:
Canadian law recognizes that there are times when killing can be justified and therefore not susceptible to criminal charges. Throughout the civilized world, there are killings going on that throw the concepts of human patience, charity, love, tolerance and understanding totally out of balance.
WHO WAS IT THAT MADE THE FOLLOWING EXCEPTIONS?
1) UNLESS YOU BELONG TO SHABAB IN SOMALIA.
NAIROBI, Kenya — They have lost their leader, their ports, their checkpoints and their territory. They have lost thousands of men and much of their money. They have no fleet of armored personnel carriers like Boko Haram’s. Or poppy fields like the Taliban’s. Or oil fields like the Islamic State’s.In the pecking order of the world’s leading terrorist groups, the Shabab militants, based in Somalia, operate on a shoestring budget. But as the attack on a Kenyan University showed, they have become proficient in something terrible: mass murder on the cheap. In the past two years, bare-bones Shabab teams of young gunmen have struck across Kenya. In all, they have slaughtered hundreds of people and shaken Kenya, an economic powerhouse and cornerstone of stability in this part of Africa, with just a few men and a handful of light weapons.
2) UNLESS YOU ARE A MEMBER OF ISIS
(Reuters) - Iraqi forensic teams began on Monday excavating 12 suspected mass grave sites thought to hold the corpses of as many as 1,700 soldiers massacred last summer by Islamic State militants as they swept across northern Iraq.
The mass killings last June of Shi'ite soldiers from Camp Speicher, a former U.S. base outside the Sunni city of Tikrit, has become a symbol of the brutality of Islamic State fighters and their hatred for Iraq's Shi'ite majority.
The deaths showed Iraqis that the Islamic State fighters, who have also attacked ethnic and religious minorites as well as fellow Sunni Muslims opposing them, were a threatening new kind of foe.
The images of Shi'ite soldiers being machine-gunned in their hundreds, posted online by the jihadists, could rank as the deadliest single act of bloodshed during a decade of periodic sectarian war in Iraq.
3) UNLESS YOU ARE FIGHTING TERRORISM
Saudi Arabia has asked for Pakistani fighter jets, ground troops and naval warships to join its campaign against Houthi rebels in Yemen, Pakistan's defence minister has said.
Khwaja Asif was addressing a joint session of the Pakistani parliament, which met in Islamabad on Monday to begin a debate on whether to join the Saudi-led military intervention in Yemen, where air strikes against Houthi rebels have been ongoing since March 25.
Pakistan has regularly voiced support for the Saudi mission, but has so far not committed to taking material part in the air strikes against the Houthis, who are said to be backed by one of Pakistan's neighbours, Iran.
Saudi officials and state media, however, have been citing Pakistan as one of 10 countries that are actively engaged in the military campaign in Yemen.
Asif said that while no decision had yet been taken on joining the military coalition, "any violation of Saudi Arabia's territorial integrity would elicit a strong response from Pakistan", echoing the position publicly stated by Prime Minister Nawaz Sharif repeatedly in the last week.
The Arabic word "jihad" is often translated as "holy war," but in a purely linguistic sense, the word " jihad" means struggling or striving. The arabic word for war is: "al-harb". In a religious sense, as described by the Quran and teachings of the Prophet Muhammad (s), "jihad" has many meanings. It can refer to internal as well as external efforts to be a good Muslims or believer, as well as working to inform people about the faith of Islam. If military jihad is required to protect the faith against others, it can be performed using anything from legal, diplomatic and economic to political means. If there is no peaceful alternative, Islam also allows the use of force, but there are strict rules of engagement. Innocents - such as women, children, or invalids - must never be harmed, and any peaceful overtures from the enemy must be accepted.
Military action is therefore only one means of jihad, and is very rare. To highlight this point, the Prophet Mohammed told his followers returning from a military campaign: "This day we have returned from the minor jihad to the major jihad," which he said meant returning from armed battle to the peaceful battle for self-control and betterment. In case military action appears necessary, not everyone can declare jihad.
The religious military campaign has to be declared by a proper authority, advised by scholars, who say the religion and people are under threat and violence is imperative to defend them. The concept of "just war" is very important. The concept of jihad has been hijacked by many political and religious groups over the ages in a bid to justify various forms of violence. In most cases, Islamic splinter groups invoked jihad to fight against the established Islamic order. Scholars say this misuse of jihad contradicts Islam.
5) UNLESS IT INVOLVES A LOVE TRIANGLE.
PEDRO |
Erika and Christian had moved away to study at the same college. Pedro, Erika's former lover, was left behind, but his obsession with Erika was as strong as ever. He changed his education plans and followed her. But when he arrived, Pedro discovered his ex-girlfriend had moved on and was dating his friend Christian.
Pedro was devastated and made sure everyone knew it. He talked about being depressed and suicidal, and wrote in his journals about winning Erika back.
Christian knew Pedro was angry and did his best to avoid him. He turned down several invitations to see him – but eventually he gave in. Erika was crushed that her ex was suffering and Christian wanted to smooth things over. Pedro murdered Christian instead.
At Pedro's trial the prosecution said the murder had been driven by jealousy. They discovered internet searches made by Pedro that included how to drug someone and dispose of a body, they introduced a security video showing him purchasing a shovel, duct tape and intoxicating, over-the-counter drugs.
After two weeks, the jury found Pedro guilty of first-degree murder.
Police in Toronto and Jamaica say gang-related homicides have significantly declined in the 20 months since the arrests of key leaders of the Shower Posse, a violent criminal organization involved in drug and arms trafficking that operates in several countries.
Jamaican officials say a drastic 32 per cent decline in the Caribbean country's homicide rate is largely thanks to a 2010 crackdown on the Shower Posse, considered to be one of the most dangerous gangs in the world.
In Toronto, homicide rates dropped to a 25-year low last year following a two-year anti-gang campaign that disrupted the Posse.
Toronto police Chief Bill Blair says the decline cannot be specifically attributed to the arrest of Shower Posse leaders but that the gang's influence in the city has "diminished quite significantly."
Several of the alleged leaders of the Toronto wing of the Shower Posse have recently pleaded guilty to a slew of charges, ranging from drug trafficking and conspiracy to racketeering and gun running.
However, none of them has pleaded guilty to membership in a criminal organization — which comes as no surprise to Toronto police Det. Douglas Backus of the guns and gangs
task force.
In gangs, pleading guilty to membership in a criminal organization is tantamount to being an "informant" or a "snitch," Backus said. "It's a death sentence," said the detective.

7) UNLESS IT IS A DISSIDENT WHO THREATENS YOUR POWER
BORIS NEMTSOV |
The Russian politician Boris Nemtsov, age 55, has been killed in central Moscow. Nemtsov, a former deputy prime minister under President Boris Yeltsin, was known for his opposition politics, especially regarding Russian President Vladimir Putin's administration, and often spoke out against the president's decisions. "I'm afraid Putin will kill me," he told the Sobesednik blog two weeks ago in an interview, citing his activism. He added of Putin: "I couldn't dislike him more."
Nemtsov was shot at least four times in the back and police are investigating his death, according to the Moscow Interior Ministry.
Collateral damage is damage to things that are incidental to the intended target. It is frequently used as a military term where non-combatants are accidentally or unintentionally killed or wounded and/or non-combatant property damaged as result of the attack on legitimate enemy targets.
9) UNLESS IT IS NECESSARY TO OBTAIN CONTROL
10) UNLESS PEOPLE ARE STARVING AND YOU DON'T CARE
Band Aid stereotypes of Africa are no longer moving the public and leaving people on the continent starving, Oxfam has warned.
The aid agency said the public must shake-off the portrayals of Africa promoted by the celebrity-driven campaigns of the 1980s and 2004.
Oxfam stressed the majority of people have become desensitised to images depicting issues such as hunger, drought and disease.
