THE NEW FEDERAL MINISTRY OF TRANSPORT WOULD BE RESPONSIBLE
FOR HIGHWAYS, WATERWAYS, RAIL TRANSPORT AND RAPID TRANSIT ACROSS CANADA. LOCAL MUNICIPAL AUTHORITIES WOULD SEEK
INPUT FROM THEIR CONSTITUENTS AND APPROACH THE MINISTRY TO DEVELOP LOCAL
INFRASTRUCTURE NEEDS. THE
MINISTRY WOULD HAVE SEVERAL DEPARTMENTS AS NEEDED. ONE OF THESE DEPARTMENTS WOULD BE A DESIGN AND ENGINEERING
DEPARTMENT. FOR EXAMPLE, WHEN A HIGHWAY
LINK OR UPGRADE IS REQUESTED AND APPROVED, THIS DEPARTMENT WOULD PREPARE:
- THE FINAL ROUTE PLAN INCLUDING TRAFFIC FLOW DESIGN, BRIDGE WORK, WIDTH AND ROADWAY DESIGN, SAFETY CONSIDERATIONS, START AND FINISH DEADLINES FOR CONTRACTOR, LAND ACQUISITION, FENCING AND BARRIER REQUIREMENTS.
- THE PREPARATION WORK TO BE COMPLETED.
- THE TONNAGE OF ALL MATERIALS REQUIRED.
- THE PRICE PER TON OF SAID MATERIAL.
- THE TYPE AND NUMBER OF ALL EQUIPMENT TO BE USED.
- THE MAXIMUM AMOUNT PAYABLE FOR ALL CONSTRUCTION EQUIPMENT, MATERIALS AND LABOUR.
- A 15% MARKUP OF THE PLANNED COSTS.
- ONSITE JOB OVERSIGHT AND INSPECTION.
- PROGRESS UPDATES, COMPLAINT PROCESSING AND OVERRUN MONITORING AND APPROVALS WHERE NECESSARY AND WITHIN THE OVERALL BUDGET.
- PREPARATION OF THE FINAL, OVERALL BUDGET FOR THE PROJECT.
- THE CLEANUP AND LANDSCAPING OF THE COMPLETED ROAD ALLOWANCE.
- THE BUILD PAHASES WITH TARGET DEADLINES.
- THE COMPLETED PROJECT DESIGN WITH IMPLEMENTATION PHASES AND DEADLINE FOR COMPLETION.
THIS PREPARED DOCUMENT WOULD BE MADE AVAILABLE TO THE
PUBLIC AND SUBMITTED TO CONSTRUCTION FIRMS TO ACCEPT UNCONDITIONALLY. THOSE FIRMS ACCEPTING THE FINAL DESIGN
PARAMETERS WOULD BE INTERVIEWED AND THE SUCCESSFUL FIRM WOULD BE SELECTED.
